This is the only way to go. Hook up with your local dive shop and do all of your classroom and pool work. Get signed off by your dive shop that it is OK to complete the openwater part of your course in Cozumel. Your Cozumel side dive shop will be able to take you diving and finish the requirements of your course.

all the sites i've read talk about being certified before going under. is that something that is even given here? i live in los angeles.

No reputable dive shop will take you if you are not trained.
