Depends on what you want to do. The diving / snorkleing is way better in Cozumel, Playa del Carmen has better beaches. Shopping is cheaper in Playa and more interesting people watching there. Also Playa del Carmen is more accessable to side trips ( ruins, beaches, etc. ) Cozumel has mini golf, Playa has eliteist golf
There really is no best answer, Just remember to relax and know there are no problems when you are in Mexico.
