Yup...that's the way it's done. But then, you don't have to worry about customs once you get to Cozumel. You just grab your luggage and go.

In Cancun you will need to hop a shuttle and go to the other airport. It's like you come into the new terminal and must get to the old terminal to catch the plane to Cozumel. I was on a package deal and they had people to direct us. It was not difficult. I suppose if you're not on a package deal, you can ask one of the package tour guides and they can direct you. It's a minor hassle, but Cozumel is well worth the extra effort.
