Minimum Age for Renting Car in Cozumel?

I know that a lot of car rental places require a person to be at least 25 years of age or older to rent a car
in the United States...does anyone know if there is a minimun age requirement to rent a car in Cozumel?
I am 23 years old. Also, is there a place to rent a car from at the Crown Paradise Sol Caribe Hotel?
