Unfortunately, I haven't stayed at the Reef Club, but if you go to the Travelnotes webboard at: http://www.travelnotes.cc/cozumel.html you can read a bunch of reviews in the Lodging Reviews section. Even if snorkling is just okay at the hotel, you can go to multiple beaches between there and town - you can look those up in the reviews section also - many beaches like Palancar and Dulza-ha (sp?) might be nice to check out for snorkling. I think that your hotel is next to San Francisco beach, which is a beautiful long white-sand beach (rare for Cozumel - the shore tends to be rocky with few areas that you can walk into from a beach). You should get a map from Laura 'Map Chick' at www.cancunmap.com - they have details on beaches, snorkle tours, restaurants, etc. - pretty much everything you need to know about Cozumel is done clearly and concisely - they are well worth the $5 and they will mail them to you before you leave.
With regard to Xcaret and Xel-ha - I've been to both and it depends on what you are looking for. Xel-ha is a lagoon that has been netted off from the ocean and it has a variety of fish to see. There are lockers, bathrooms and food to be found there and it's nice - can get crowded though. There are quite a few tours that combine a trip to Tulum (Mayan ruin by the sea) with Xel-ha. Xcaret is sort of an eco-disneyland - there are man-made underground rivers that you can float down (wearing a mandatory life vest) and these tend to get VERY crowded as the day progresses. There is also a beach, a swim-with-dolphins experience (otherwise known on the webboard as "keeping intelligent animals captive so that they can be exploited for profit"), several restaurants, lockers, restrooms, etc. They have some replicas of ruins, a sea-turtle breeding facility, etc. There's a million things to do in Cozumel and on the Mainland - I'm sure you'll have a wonderful time!
